The RST is a marine safety initiative being implemented by the Department for Planning and Infrastructure (DPI) to ensure recreational skippers have the knowledge and skills required to safely operate their vessels and enjoy the state's waterways.
When
Over 25s will need to hold a RST from 1 April 2008.
Under 25 years of age you will need to hold a RST from 1 April 2007.
How
Skipper's School is authorised by the Department for Planning and Infrastructure to guide you through the RST requirements, prepare you for the assessment, and issue your RST when you are competent.
In order to obtain the RST your skills in the following areas will be assessed;
THEORETICAL:
This part of the assessment consists of 30 multiple choice questions. (Pass = 24/30). The theory assessment will test your knowledge in the areas of:
- Rules and regulations
- International collision rules
- Buoyage and other navigation aids
- Navigation lights
- Maintenance of vessel, motor and equipment
- Safety equipment required to be carried
- Trip planning, and responsibilities to passengers
- Distress signals, and response to distress and other emergencies
PRACTICAL:
The practical portion of the assessment is conducted following successful completion of the theoretical exam. The practical assessment will test your knowledge in the following:
- Adherence to rules and regulations
- Awareness of vessel's anchoring gear, berthing lines, and hardware
- Conducting a safety briefing
- Starting motor
- Log a voyage plan
- Safely depart a berth
- Conduct a simulated man-overboard operation
- Steer a steady course with a transit
- Perform a controlled stop
- Return to a berth and secure the vessel
- Log off
Exemptions
If you have completed past training courses or hold marine qualifications then you should be exempt from undergoing both assessments but will still have to apply for the RST with Skipper's School.

Workbook
Everything that you need to know, for both the theory and practical assessments, is contained in the workbook.
The workbook is assembled in a logical manner and each chapter concludes with sample questions to test your knowledge. These questions are of the same standard as those in the theory assessment. If you can answer all of the questions, you should fare well on the theory assessment.
All relevant practical skills are also covered in the workbook, with drawings and notes on how to carry them out. The name says it all: the practical assessment tests your ability to demonstrate practical skills and knowledge within the contexts of normal trips and unexpected events.
